Comment on the Action Plan
First reaction to the roads problem relating to school is that significant improvements can be achieved by discouraging people from using their cars unnecessarily for the school run.
Recycling
Make a plastic bottle recycling container available in the village.
Bottomdale Road
I would like to point out how very dangerous Bottomdale road is to walkers.

As we know some residents on the fringes of the village have no choice as the distance is too far and public transport is not adequate. I have noticed more walkers and cyslists recently, which is a good sign, but there still seem to be lots of opportunities to lessen car usage still more. I also notice that the walkers seem to find it a much more sociable activity.
The other major problem with car usage for the school run is that many drivers seem not to take into account the need to park safely. I often meet school traffic in a morning and I am amazed at how many drivers draw into Shady Lane without taking into account the habitual parking there by other parents and have to stop suddenly because there is no room to get through as other traffic is approaching. Even worse, some of those cars parked are right up to the junction, certainly not the 10 metres (32 feet) away required by the Highway Code. The same problem occurs on Hest Bank Lane with drivers parking far too close to the junction and restricting visibility for those trying to emerge from Shady Lane.
I know the car usage and parking issues are not limited to school, but it seems to be one of the biggest examples of the problem and probably worth tackling as a priority
